5 MAN RULES

TEAMS ARE TO PREVIDE THERE OWN FLAGS

LANGUAGE
We want all players to watch there language while at the playing field.
These are parks were families bring there children  and we won't tolerate
profanity. Unsportsman like penalties will be thrown for foul language.

PLAYING FIELD

The playing field is 60yards long by 25yards wide. End zones are 5yards
long and 25yards wide.

DOWNS

Since there are no kickoffs each series starts at the 5yrd line. You get 5
downs to go 60yards
(score a TD) with no 1st downs, unless you get a 1st down through an
opponent penalty.

PENALTIES

Penalties are assessed through downs. Only pass interference is
assessed through yards, which is the spot of the penalty. If you are at
1st down and there is a penalty
against the defense the offense would then have double 1st down.

TEAMS

Each team must field at least 5 players with no more than 13. EACH
PLAYER MUST HAVE A PICTURE I.D DURING SIGN IN

MOTION

No more than one player at a time is allowed to go in motion before the
ball is snapped.

FORMATIONS

On offense you have a quarterback and 4 receivers. 1 player has to snap
the ball (the center). You
can use any formation you want example: 1QB, 1center, 3 wrs:, or 1QB,
1center, 1 tight end, 2 wrs:
1QB, 1center, 1 tight end, 1 running back, 1 wr: You can use any variety
you want but you have to
have a quarterback and a center. On defense you can use any
combination you like example: 2
de's, 1 lb, 2 cbs: or 2 de's, 3 cbs: or 3 de's and 2 cbs.

BLOCKING

There is full contact blocking (open hand only) allowed behind the line of
scrimmage. Defensive backs can bump receivers up to 5yrds.


BEGIN PLAY

There is no indication before the ball is snapped to begin play. Play
begins on the center's snap.

PUNTS

As soon as the ball is snapped everyone is eligible to run down field.

PUNT RETURN

Ball can be returned if it hits the ground. Once the ball stops the play is
dead.

BACKWARD PASS

When the ball is snapped the only backward pass allowed will be behind
the QB. It is illegal to throw the ball forward behind the line of scrimmage.

FUMBLES

Once the ball hits the ground it is dead. If the ball is fumbled into the
endzone its spotted where the runner lost the ball. When there is a bad
snap ONLY the quarterback will be allowed to field the fumbled snap as
long as it stays infront of him. If the ball goes behind the qb it is dead
and considered a sack.

DIVING

Diving to advance the ball is not allowed. You are allowed to dive for
flags. Jumping to advance the ball is legal.

STRIPPING

No stripping of the ball is allowed

STIFF ARMING

Stiff Arming is NOT allowed

SCORING

Touchdowns are 6pts, after you score a TD you have the option to go for
1pt (5yd line) or 2pts
(10yd line).

MERCY RULE

We will not be enforcing a mercy rule. Every team should expect to play
a full game. Mercy rule will
only come into effect if a team is being beat by 50pts and wants to forfeit.
Other wise the game will
continue

LENGTH OF THE GAME

The length of the games will be 2 half's of 20 minutes.

OVERTIME

Overtime will be played as follow. College rules first, both teams will
have a chance at the ball. If team X scores then team O has a chance to
score. If they don't game is over if they do we go to 2nd overtime which
is NFL rules. First team to score wins. There will be 1 timeout each team
in overtime periods.

PLAY CLOCK

The play clock begins when the referee blows the whistle. After that the
offense has 10 seconds to
begin play.

TIMEOUTS

There are 2 timeouts per half. 1 timeout in overtime

TEAM ATTIRE

NO chain necklaces. Mouth pieces are optional. Shorts with pockets and
of any color are allowed.
Teams are to have same jerseys or shirts. If not pinnies will be handed
out at no charge to teams. EVERY TEAM MUST HAVE LEGIBLE
NUMBERS.

WEATHER

Due to the league renting the field we have a responsibility to keep it in
good shape therefore in
order to due that when bad weather is expected and it does rain games
will be canceled and double
headers will be scheduled. If there is bad weather captains are to call in
and they will either be told
directly by an official or by a message on the answering machine.

PENALTY

OFFSIDES (Defense) - TAKE PLAY OR REPEAT DOWN

FALSE START - 1 DOWN PENALTY

FLAG GUARDING - 2 DOWN PENALTY

CLUTCHING THE RUNNER - 2 DOWN PENALTY

BLOCKING DOWN FIELD - 2 DOWN PENALTY

DELAY OF GAME - LOSS OF DOWN

STRIPPING THE RUNNER - 1 DOWN PENALTY

ILLEGAL FORWARD PASS - 1 DOWN PENALTY

PASS INTERFERENCE
AGAINST OFFENSE - 2 DOWN PENALTY
AGAINST DEFENSE - CHOICE OF REPEAT DOWN AT THE SPOT OF
THE PENALTY OR 1ST DOWN AT ORIGINAL LINE OF SCRIMMAGE

FACE GUARDING - 2 DOWN PENALTY *

HOLDING ON DEFENSE - 2 DOWN PENALTY

OFFENSIVE HOLDING - 2 DOWN PENALTY

ROUGHING THE PASSER - AUTOMATIC 1ST DOWN

RUNNING INTO THE PUNTER - AUTOMATIC 1ST DOWN

UNSPORTSMANLIKE/UN NECESSARY ROUGHNESS - 3 DOWN
PENALTY

BLOCK IN THE BACK - 2 DOWN PENALTY

FIGHTING/SPITTING - SUSPENSION/MEMBERSHIP REVOKED - TO BE
DETERMINED

THREATING OR STRIKING AN OFFICIAL - MEMBERSHIP REVOKED
